Interesting...so all I can figure is it is either a publicity stunt or a performance art thing  Besides the news stories I got a Midnight Knitter blog link when googling but didn't want to click on it for fear of getting a computer virus, can't risk that esp. this time of year! I see the "sweater trees" are knitted tubes tightly fitted around the tree limbs which makes me wonder how did she (he, they?) get them on, seamed it on the spot or pinned it? The bright colors and striping are pretty, I have to admit!
